As a Northrop Grumman COMSEC Manager 1, you will be a valuable asset to our dynamic Security team. You will have a broad range of responsibilities and will be encouraged to maintain positive working relationships with internal and external customers, to include several government agencies.

The Northrop Grumman Military Internship Program (NG-MIP) is an approved SkillBridge Program under Dept. of Defense Instruction 1322.29.  The NG-MIP program is an opportunity for transitioning service members to gain valuable civilian work experience through an individual internship during their last 6 months of service, for up to 180 days. The Northrop Grumman Military internship Program is open to all ranks and experience levels. SkillBridge participants are not eligible for compensation from Northrop Grumman, as they continue to receive military compensation and benefits as active-duty service members.

Responsibilities for this internship position are:

Northrop Grumman Corporation (NGC) has developed the Northrop Grumman – Military Internship Program (DoD SkillBridge) utilizing the DoD guidance for Skillbridge. During this program the service member will be on-site at his or her host company performing an individual internship in an entry to mid-level career type role. The service member will be on the job training supporting a work schedule equivalent to 40hrs per week. Outlined below are the Goals, 

Objectives, and Outcomes for the program.

Goals – Provide transitioning service members fellowship-style job skills training during the last portion(s) of their military commitment. This program is specifically designed to offer internships that result in the potential to transition to a full-time opportunity as the conclusion of the training. Interns will serve as a pipeline for high-speed, motivated military candidates into NGC.

Objectives - Service Members who complete the Intern program will be highly trained, capable, future employees that align to the specific needs of the organization and are prepared to meet the NG mission “Defining Possible” on Day 1. This program provides a comprehensive internship experience including professional development, networking with leadership, and training specifically focused on NG leadership principles, company history, customer/stakeholder engagement, product and service overview, and core job responsibilities.

Outcome – Offer transitioning service member a rewarding opportunity to join the Northrop Grumman team.

DoD SkillBridge Eligibility:

  • Has served at least 180 days on active duty
  • Is within 12 months of separation or retirement
  • Will receive an honorable discharge
  • Has taken any service TAPS/TGPS
  • Has attended or participated in an ethics brief within the last 12 months
  • Received Unit Commander (first O-4/Field Grade commander in chain of command) written authorization and approval to participate in DoD SkillBridge Program prior to start of internship.

Northrop Grumman Strategic Space Systems Division (SSSD) is seeking a Business Development Manager 3. This position will be located in Redondo Beach, CA and report to the Advanced Programs and Business Development Business Unit (BU) Director, leading business development activity relative to SSSD Comm Systems Business Unit. The Business Development Manager will work with a campaign team of capture professionals, business development professionals and industry partners, supporting activities to realize long range strategy plan commitments.

We’ll count on you to ensure strict compliance with government, customer, and company COMSEC policies and procedures including the NSA/CSS 3-16,  AFI 33-201v2, CNSS 4005, 32 CFR Part 117 NISPOM, Intelligence Community Directives (ICDs), and related COMSEC SCI/SAP/DoD manuals and directives.

In this unique role, you will have the opportunity to supervise a small team of COMSEC professionals while working to ensure programs and security personnel are operating in an efficient, compliant, and forward-leaning manner.

The ideal candidate will have a wide range of experience to expand across multiple security disciplines and thrive in a fast-paced work environment while multitasking and adjusting priorities to meet the needs of the customers, Security team, and supported business units.

You will think quickly to effectively solve problems using strong reasoning skills, be a self-starter with the ability to work well individually as well as on a team, possess the interpersonal skills necessary to deal courteously and effectively with a diverse group of individuals, have the ability to work well under pressure, possess good problem-solving skills, and be able to enforce policies in a professional and personable manner.

Job Duties include but are not limited to the following:

  • Manage the oversight and implementation of contractual COMSEC requirements and CDRLs for programs and personnel under your purview.
  • Provide leadership, guidance, and professional development/mentoring to professionals at all levels.
  • Set team objectives and milestones to ensure efficient alignment with business objectives while maintaining compliance with US Government and Northrop Grumman Company directives and policies.
  • Demonstrate ability to manage a diverse portfolio and lead by example.
  • Prepare and successfully implement proper accountability, handling, storage, packaging, shipment, and administration of all cryptographic materials, troubleshooting, software upgrades, ensuring maximum COMSEC safeguards are in place, and configuration management using industry specific databases.
  • Ordering and transfer of cryptographic keys, interfacing with the Central Office of Record, communicating with sub-contracting locations, and providing changes and trend information to other security team members and Senior Leadership. 
  • Oversee the tracking, control, and inventory requirements of all Government Furnished Equipment (GFE) and company owned equipment.
  • Work directly with the Government customer as a program representative and will be responsible for the management of all procurement, fielding, and sustainment of Crypto/Keying material and devices supporting the program.
  • Manage COMSEC disaster recovery continuity of operations plans.
  • Management of incident response and handling methodologies.
  • Conduct self-inspections and implement corrective action plans.
  • Advise senior management (e.g., CIO) on risk levels and security posture.
  • Collaborate with and assist the ISSM/ISSO on the implementation of RMF requirements support Authority to Operate activities to include equipment control, sanitization, writing security policy and procedures, completing continuous monitoring activities, etc.
  • Oversee the development and implementation of local SOPs, processes, and procedures to ensure compliance, consistency, and efficiency is maintained across the program areas.
  • Partner with personnel across functional organizations such as Senior Leadership, HR, legal, IT Security, Contracts, Purchasing, etc., in support of Insider Threat, OPSEC, and Program Protection execution.

Basic Qualifications:

  • US Citizenship with active Top Secret SCI Clearance. Position contingent on candidates’ ability to obtain and maintain program accesses as directed.
  • 6 years’ experience with DoD, SAP and/or SCI programs with solid understanding of COMSEC policies and procedures.
  • Bachelor's degree or four years additional education and/or related experience.
  • Working experience onboarding and closing out programs/contracts.
  • Demonstrated experience in the authoring, implementing, and managing of COMSEC policy tailored to customer requirements such as SOPs, Program Protection Plans, OPSEC Plans, company policies, etc.
  • Working knowledge of COMSEC software / Hardware programs (e.g., KMI, SKL, RASKL, SDS, GEMOne, and VINE)
  • Proficient with Microsoft Outlook, Word, Excel, PowerPoint, and general office equipment.
  • Willingness to travel on company business.

Preferred Qualification:

  • Manager experience working in the United States Intelligence Community (USIC) and DoD, SAP and SCI Program Environments.
  • 3 years of supervisory experience.
  • Understanding of NSA/CSS 3-16,  AFI 33-201v2, CNSS 4005, 32 CFR Part 117 NISPOM, Intelligence Community Directives (ICDs), and related SCI/SAP/DoD manuals and directives.
  • Experienced with DoD, SAP and SCI COMSEC principles and Crypto Keymat management policies and regulations.

Salary Range: $101,800 USD - $152,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
