Northrop Grumman Mission Systems, Navigation Targeting and Survivability Division is seeking a Principal International Trade Compliance Analyst (Level 3) to join our team of qualified, diverse individuals. The preferred locations are Rolling Meadows, IL, Woodland Hills, CA, or Linthicum, MD but we will consider another Northrop Grumman location for the right candidate. The qualified applicant will become part of Northrop Grumman’s Export/Import Management organization, working to ensure compliance with export laws that enhance foreign policy and protect national security.


The Principal International Trade Compliance Analyst will:

  • Develop and manage comprehensive internal export and import controls to ensure compliance with US and foreign regulations in the conduct of international marketing, sales, supply chain and other business activities.

  • Establish business processes for submitting to and obtaining from the U.S. government all necessary export and import licenses, permits, certifications, and technology release determinations.

  • Be proficient in commodity jurisdiction and classification determination; and making determinations regarding applicability of exceptions and exemptions.

  • Establish operational processes for assuring trade compliance through gate reviews for technical data, foreign travel, foreign visits, and export and import shipments.

  • Maintain applicable trade compliance records in accordance with regulatory requirements.

  • Participate in training and audit assessment programs to ensure implementation and effectiveness of internal controls.

  • Exercise good judgment to seek management support and guidance as needed, including collaborating on decisions that have the potential to be high visibility or impact.

  • Develop and deliver presentations, including Export General Awareness training, program/function specific export training, and program/capture export licensing strategy updates to Division leadership.

  • Support law department in investigating and resolving compliance problems, questions, or complaints. Establish and maintain training and audit assessment programs to ensure implementation and effectiveness of internal controls.

  • Generate performance metrics for export and import processes.

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

Basic Qualifications:

  • Bachelor’s degree plus minimum of 6 years of relevant experience, or Master’s degree plus 4 years relevant experience. We will consider 10 years of relevant experience in lieu of a degree.

  • Minimum of 3 years drafting and submitting export licenses and agreements, interpreting, and providing guidance on U.S. ITAR and EAR regulations for the licensing of commodities, technical data, and defense services.

  • Excellent interpersonal and communication (written and verbal) skills.

  • Demonstrate a track record for paying close attention to detail.

  • Proficiency in Microsoft Office Products (Word, Excel, PowerPoint).

  • U.S. citizen with ability to obtain and maintain a Department of Defense (DoD) Secret Security Clearance.

Preferred Qualifications:

  • Experience with OCR's EASE software.

  • Able to learn and use new web-based applications including workflows and databases.

  • Experience with use of / authorizing ITAR exemptions and EAR exceptions.

  • Experience with making Jurisdiction and Classification determinations.

  • Active Secret or higher security clearance.

  • Experienced and comfortable providing training in person or via virtual methods.

This position reports to Rolling Meadows, IL, USA, however, you are able to work from any of the additional 2 locations listed above.


Salary Range: $74,600 USD - $129,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
