Northrop Grumman Space Systems is seeking a Regulatory Compliance Manager to provide full spectrum of regulatory compliance support for one of the Divisions within the Northrop Grumman Space Systems sector. The Regulatory Compliance Manager will interface with senior level management and other company personnel to ensure compliance with the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), internal policies and procedures, and other government contract requirements.   The selected candidate will report to the Director of Regulatory Compliance.  This role is located in Dulles VA.  We will also consider one of our other major Northrop Grumman Space Systems locations for this role.

Roles and Responsibilities include, but are not limited to, the following:

  • Manage the preparation of the annual Incurred Cost Submission (ICS) for the applicable rate segments.
  • Support DCAA’s audits of ICS’s, Disclosure Statements, cost impacts, and other compliance areas to ensure timely and accurate responses are provided.
  • Maintain CAS Disclosure Statements, including the preparation of cost impact analyses for any changes to cost accounting practices.
  • Provide guidance to the organization on topics related to FAR / DFARS / CAS compliance.
  • Develop and conduct training on Government contract compliance requirements.
  • Monitor changes to FAR / DFARS / CAS and other pertinent regulations.
  • Work effectively as a team member within both the Government Compliance function and the overall Northrop Grumman organization.
  • Develop and implement programs designed to increase employee awareness and knowledge of compliance policies.
  • Develop and motivate staff in a team environment with excellent interpersonal, planning, presentation and organizational skills.
  • Lead special projects, as needed.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Basic Qualifications:

  • Bachelor’s degree in Business Administration, Accounting, Finance, or a related discipline with 9+ years of industry related experience in Auditing, Finance, Accounting, Compliance, Pricing/Cost estimating, Contracts, Program Control, or other related Business Management function(s) – OR – a Master’s degree with 7+ years of experience as outlined above.
  • Working knowledge of compliance with DFARS 6 Business Systems.
  • Experience developing and motivating staff in a team environment.
  • Demonstrated understanding of the U.S. Government regulations, including Cost Accounting Standards and FAR.
  • Proficient in Microsoft Office suite, with added emphasis on advanced Excel data analysis competency and PowerPoint.
  • Well-developed oral and written communication skills to successfully work across business units at various levels and disciplines.
  • Ability to obtain a security clearance.  US citizenship is a prerequisite.

Preferred Qualifications:

  • MBA or a Master’s Degree in a Business related field.
  • Current CPA license.
  • Aerospace/Defense Industry experience.

This position reports to Dulles, VA, USA, however, you are able to work from any of the additional 6 locations listed above.


Salary Range: $125,700 USD - $218,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
