Northrop Grumman Defense Systems is seeking a highly qualified Manager 2 International Trade Compliance to join the NGDS International Trade Compliance (ITC) sector team. This position reports to the DS sector Compliance, Infrastructure and ATF Manager. This position can be based out of Falls Church, VA or support a full-time teleworker.

Responsibilities include:

  • Ensures compliance with business processes for submitting to and obtaining from the U.S. government all necessary export and import licenses, permits, and certifications.  Proficient in the use of exemptions and exceptions.
  • Establishes and maintains a sector program for export compliance and licensing of products, services, technology, and technical data for U.S. and non-U.S. programs, consistent with government trade regulations and Northrop Grumman Principles and Operating Practices.
  • Implements, oversees and monitors sector procedures designed to ensure compliance with U.S. and non-U.S. trade laws and requirements impacting the export of products, technology, services, or technical data
  • Assesses situations where foreign trade laws apply to the export and import of company element products, technology, technical data, and services and institutes mechanisms to ensure compliance
  • Executes operational processes and provides transactional support for assuring trade compliance through gate reviews of technical data, foreign travel, foreign visits, and export and import shipments
  • Leads and participates in export/import assessments, whether external or internal
  • Leads and supports companywide annual risk assessment program and audit/assessment activities
  • Develops and delivers presentations and training for organization and program/function specific export training to ensure effectiveness of internal controls
  • For all non-U.S. subsidiaries, in coordination with the cognizant non-U.S. ITC professional, develops a training plan for functional and ongoing ITC professional training, to encompass non-U.S. and U.S. export requirements, as applicable
  • Drafts, modifies and maintains policies, procedures and work instructions for publication
  • Generates, presents and manages organizational metrics supporting leadership reporting and to monitor transactions and licensing activities
  • Coordinates, reviews and manages potential incidents of non-compliance and closure of corrective actions.  Supports investigations of potential non-compliance issues, as necessary
  • Engages with critical functions that are key stakeholders in driving export/import compliance
  • Maintains awareness of changing export control laws and regulations and provides analysis regarding applicability and impact to company products and technologies, as well as existing company export policies and procedures
  • Participates in sector and enterprise projects including digital transformation, general awareness and other sector and company initiatives
  • Interacts with senior internal and external personnel on significant and sensitive matters

Basic Qualifications:

  • Must have a high school diploma or GED with a minimum of GED with a minimum of 14 years of international trade compliance experience
  • Will also consider:  
    • Bachelor's degree in business, finance, or a related discipline with a minimum of 10 years of international trade compliance experience, or
    • Master’s degree in business, finance, or a related discipline with a minimum of 8 years of international trade compliance experience
  • Proficiency in the ITAR, EAR and regulatory changes associated with Export Control Reform
  • Proficient in assessment and application of export and import regulations and commodity jurisdiction and classification determinations
  • Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance
  • Maintains applicable trade compliance records in accordance with regulatory requirements
  • Experience in training large, diverse groups on various export related issues matters

Preferred Qualifications:

  • Experience with OCR EASE Software
  • Background and/or knowledge of BATFE regulations and FEL/FFL requirements
  • Active DoD Secret security clearance

This position reports to McLean, VA, USA, however, this position can also be worked from Fairfax, VA, VA, USA.


Salary Range: $111,100 USD - $183,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
