The Northrop Grumman Mission Systems (NGMS) Sector Supply Chain Procurement function is seeking a
highly motivated individual to lead a team of buyers, responsible for executing all aspects of the procurement life
cycle for various commodities as the Procurement Manager at its Spectrum Center location in San Diego, CA. As a leader in developing strategic signal processing and direction finding systems, Northrop Grumman provides integrated real-time intelligence that aids decision making. This position will open up a challenging Global Supply Chain career with our commitment to provide required training and leadership for your management career at Northrop Grumman in the Mission Systems (MS) Sector where your team will engage in supporting large, complex, and challenging national defense programs that secure our nation and its allies.

This individual will be responsible for the direct supervision of a staff responsible for providing objective-direction to subordinates utilizing management guidelines and general policies and for the development, mentoring, coaching and engagement of the Procurement Specialists, reviewing work for adequacy in meeting objectives and meeting the needs of the business, foster proper engagement with the program and other functional teams, facilitating communication with programs and business area stakeholders. Functioning as an advisor regarding tasks, projects and operations and becomes actively involved in daily operations when required to meet schedules or resolve complex issues.

Activities may include developing strategy for long range procurement agreements, sourcing partnerships, continuous improvement initiatives, and identification of opportunities to
enhance efficiency.Sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare bid packages.


Basic Qualifications

  • BS/BA degree with a minimum of 8+ years or a master’s degree with 6+ years of progressive domestic and/or international procurement experience & 1+ year of people management in a lead or management role.
  • The successful candidate will possess strong leadership skills, including a command of oral and written skills, solid negotiation skills, knowledge of terms and conditions, an understanding of contracting with the U.S Government and ability to lead a diverse team with varying requirements and priorities.

Preferred Qualifications:

  • - In-depth understanding of commodity management, procurement policies, procedures, and regulations
  • - (FAR/DFARS) and solid understanding of the proposal process, pricing instructions, terms and conditions and determine the adequacy of supplier proposals received. DoD Secret clearance or ability to obtain a clearance.

Salary Range: $122,200 USD - $183,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
