Northrop Grumman Space Systems is searching for a Program Engineering Manager (PEM), M3, to join the Program Engineering Management team within Launch Vehicles business unit located in Chandler, AZ. 

The PEM is the technical authority for the design, development, build, test, and flight execution for the Future Front End supporting missile defense targets. The PEM provides technical and programmatic  leadership of the multidisciplinary engineering team to successfully complete the required design and mission reviews to ensure compliance with both internal and customer requirements, ensures timely completion of customer deliverables, and leads resolution of significant technical issues. The ideal candidate will have broad knowledge regarding missile system technologies and operations. Excellent verbal and written communication skills and the demonstrated ability to lead multidisciplinary teams in resolving complex problems are essential.

Role Description & Responsibilities:

You support program execution including development activities, production, test, and flight operations for the Future Front Ends. You will design a front end test object to integrate with the T4 and IRBM/ICBM programs and ensure proper allocation and coordination of engineering resources through an IPT structure. You will lead the development and execution of technical reviews. You will partner with IPT leads to achieve efficient, effective, and innovative engineering solutions.  You will ensure subsystem and supporting technology development achieves program success and look for opportunities to leverage common design and products.

•Help the team achieve 100% mission success.

•Provide the Targets leadership team with management and technical experience and down-and-in technical and fiscal guidance to the technical and operations teams.

•Maintain working relationships with the Customer, providing timely communication and engaging to resolve technical questions posed by the Customer.

•Guide teams preparing for flight operations with rapid review of change engineering, analysis, and test results.

•Bring mature engineering leadership to the coordination and performance of internal reviews like ERB, CCB, FRRB, IFRR and design reviews.

•Support flight operations for the front end.

•Ensure that designs and hardware builds meet all internal and Customer requirements, especially across engineering discipline boundaries. Provide justification and adjudicate through proper boards any deviations or waivers to such requirements.

•Perform other duties, as necessary, commensurate with the role of Program Engineering Manager.

Basic Qualifications:

  • Bachelor of Science Engineering degree plus 9 years of experience; Masters degree plus 7 years of experience; PhD plus 4 years of experience.

  • U.S. Citizen

  • Candidate must have an active Secret Security Clearance.

  • Ability to Travel Occasionally (6-8 trips/year)

  • Candidate must have a minimum of 7 years directly related experience in project management

  • Position is located in Chandler, AZ and requires 100% on-site support.

  • Direct internal as well as external customer interface experience

  • Demonstrated verbal and written communication excellence with customers and all levels of management

  • Experience developing project cost and schedules and managing efforts via EVMS

  • Exceptional leader of a multi-disciplined team

  • Thorough understanding of design standards, procurement processes and configuration management

  • Ability to work under limited supervision and complete projects on time and on budget

  • Multi-disciplinary engineering experience -or- system engineering experience

  • Perform other duties, as necessary, commensurate with the role of Chief Engineer / Program Manager

Preferred Qualifications:

  • Candidate will have a minimum of 10 years of directly related experience in project management

  • Experience with missile systems including field operations


Salary Range: $152,100 USD - $228,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
