Northrop Grumman Mission System (NGMS) Sector is looking for a Manager Programs Level 3, to lead the Navy Products Portfolio to include JCREW Full Rate Production and Follow-on Production program.  This department is focused on the production and delivery of Joint Counter Radio Controlled Improvised Explosive Device Electronic Warfare (JCREW) systems, providing protection against Counter-Improvised Explosive Device (C-IED) and Counter-Unmanned Aircraft System (C-UAS) attacks and threats.  Systems are deployed in man portable (backpack) and vehicle mounted or fixed site variants.  Current customers include NAVSEA (Navy), Airforce, and MIB with FMS contracts supporting Australia and New Zealand.  This position reports directly to the Director of the Counter Communications Operating Unit (OU), and is located in San Diego, CA.

What You'll Get to Do:

The primary objectives of the Program Manager are:

  • The delivery of all technical and contractual requirements on schedule and under cost.
  • Creating value through customer intimacy and development and execution of growth strategies. 
  • The individual will lead a cross-functional organization aligned to Division and Business Unit goals. 
  • The Program Manager is responsible for guiding a diverse staff on a portfolio of programs to achieve business goals.

Primary responsibilities include, but are not limited to: 

  • Establish and lead an organization that effectively addresses customer needs and incorporates internal and external partners.
  • Over-site of program budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
  • Ensure program team understands and adheres to contract scope, and manages change through disciplined process.
  • Conduct thorough risk & opportunity oversight including identification and mitigation.
  • Cultivate customer relationships to support program execution and to develop further growth opportunities.
  • Develop and execute long term strategic plans, capture planning, and development of proposals to drive department awards and sales growth.
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Delivering presentations to customers, executive management, and other stakeholders.

Basic Qualifications:

  • Bachelor’s Degree and 9+ years, Master’s and 7+ years, or PhD and 4+ years of experience supporting U.S. Government contracts and customers and/or program management in other industries
  • Experience leading the performance of contracts greater than $10M annually and proven performance achieving cost, schedule, and technical requirements.
  • Experience working in a Program Management Communications/Aerospace market.
  • Strong Capture Management experience that shapes customers’ expectations.
  • Strong personal verbal and written communications skills.
  • Us Citizenship with the ability to obtain and maintain a Secret Security Clearance. 

Preferred Qualifications:

  • Active Secret Clearance.
  • Experience managing hardware/software production and sustainment programs.
  • Experience managing international contracts, both Direct Commercial Sales and Foreign Military Sales contracts.
  • Recent development or operational experience in Counter-Improvised Explosive Device (C-IED) and Counter-Unmanned Aircraft System (C-UAS) capabilities or Electronic Warfare and Non-Kinetic Effects for Communication systems.
  • Insight into C-IED/C-UAS customer technical and business (financial, political, cultural) requirements.
  • The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.
  • Sr Proposal Management with the ability to oversee and facilitate the proposal process.
  • Ability to identify, select and manage subcontract and supply chain elements of program management.


Salary Range: $176,100 USD - $264,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
