Northrop Grumman’s Aeronautics Systems sector has an opening for a Product Support Program Manager (Manager, Programs 2). This position will lead a team of approximately 12 Project Management and Business Management personnel. This position will be located at our offices in Rancho Bernardo, CA.  

Job Description:

Under the direction and leadership of the Product Support organization, the Product Support Program Manager and with management direction of CAMs, will oversee the utilization of Earned Value Management System processes to collect and analyze cost performance data reports to identify cost, schedule, and performance trends and deviations, and recommend corrective action. This individual will facilitate cost and schedule reviews to report performance status and collaboratively work with the Program Offices to maintain cost and schedule objectives. The successful candidate will develop managerial level EV reports to provide Product Support leadership visibility to ensure the organization’s cost and schedule objectives are being met or exceeded. In addition, this candidate will manage the Product Support proposal processes, staffing assessments, change requests and formalized document releases. In doing so, the candidate will implement streamlined processes to expedite work products through internal Product Support approval processes. As a manager, this individual will play a critical role in the career development, diversity, inclusion, and engagement of employees.

Essential Functions:

  • Northrop Grumman Aerospace Systems has an opening for a Manager Program Management 2 to join our team of qualified, diverse individuals located in Rancho Bernardo. This is an on-site position and requires face to face interaction with local team.
  • The position will include managing ongoing Product Support statement of work in support of 12 disciplines across 3 programs.
  • Manages schedules and status reports, EWW metrics, staffing forecasting and AISR&T proposals for Product Support.
  • Assess project cost and schedule issues and the development of resolutions to meet productivity, quality, and customer satisfaction, goals, and objectives.
  • Develop mechanisms needed to effectively monitor project progress and for intervention and problem solving with program management, Product Support IPT leads, Product Support disciplines, and customers.
  • Prioritizing work on a variety of proposals at the same time.
  • Partner with the proposal managers and proposal teams to respond to customers RFPs.
  • Review RFPs and derive material, labor, and other requirements.
  • Provides support to the Product Support IPT leadership across three programs and assists in efficiently executing processes in direct support of RQ-4, Triton, and Tactical Air Systems (TAS).
  • Supports IPT leadership in managing staff planning and resource fulfillment, by creating LRAP plan, forecasting, and integrating at the center level for an all-up staffing profile.
  • The selected candidate should thrive independently in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings across all levels. Candidate must be comfortable with and be able to collaborate closely with program managers, project managers, systems engineers, hardware designers, and integration/test engineers.

Basic Qualifications:

  • Bachelor's degree with 7+ years of EVMS, Proposal, Project Management/Project Integrator experience OR
  • Master's degree with 5+ years of program experience, EVMS, Project Management/Project Integrator experience
  • Demonstrated experience in BOE creation/reviews, Staffing Projections, and cost and scheduling oversight
  • Active DoD Secret clearance or higher required
  • Proficiency in MS Office suite including MS Project
  • EVMS Certified and 3+ year of Cost Account Management oversight
  • Ability to multi-task and self-time manage working toward timely completion of assigned tasks
  • Able to communicate effectively and clearly present technical approaches and findings.
  • Demonstrated skills to plan, organize and develops solutions to complex problems

Preferred Qualifications:

  • Bachelor's degree in STEM (Science, Technology, Engineering, Math) discipline or Businesses Degree with 6+ years of program, IPT, or Integrator experience OR
  • Master's degree in STEM (Science, Technology, Engineering, Math) discipline or MBA with 3+ years of experience
  • Active DoD Top Secret and/or SCI clearance.
  • Prior experience as a manager or a team lead.
  • Prior experience leading staffing review and cost & schedule reviews
  • Familiarity with Change Requests, Technical Review Boards, and Change Control Boards
  • Experience with formalized document releases utilizing tools like TeamCenter


Salary Range: $147,800 USD - $221,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
