Northrop Grumman Mission Systems Sector is seeking a Manager 2 - Program Planning & Scheduling to join our team of qualified, diverse individuals.  The qualified applicant will become part of Northrop Grumman’s Program Scheduling and Compliance Center of Excellence

This position is located in San Diego, CAA hybrid work schedule (working onsite 2-3 days per week) may be available at the discretion of the hiring manager and is program dependent.

The MS scheduling organization focuses on skill development and, most importantly, creates a pathway for professional development and progression. The Center of Excellence provides training within a standard, common tool suite that allows for speed, productivity and integration while facilitating compliance and focusing on program execution.

This position reports to the Western Region Scheduling Manager. The Manager will be responsible for leading a department with multiple program schedulers and will provide guidance and direction in the preparation and coordination of plans and integrated schedules for new and existing programs. The Manager will also be a partner with Program Management and Business Management leadership at the Northrop Grumman’s San Diego sites.

Roles and responsibilities include, but are not limited to, the following:

  • Manage all scheduling efforts and schedule baselines
  • Provide site schedulers with day to day hands on support, guidance, troubleshooting, and satisfying Programmatic requirements
  • Function as a change agent, creating an environment of trust, compliance, continuous improvement and learning
  • Project management including managing multiple priorities against ambitious timelines
  • Support/coordination of internal and external surveillance audits
  • Ensure full compliance with corporate and sector scheduling processes and procedures, with particular focus on implementation of the NGMS Earned Value Management System
  • Provide support to bids, bid reviews, integrated baseline reviews, and internal projects
  • Advise business managers in integrating project schedules with Earned Value Management
  • Attend site business management meetings to define schedule needs and work with sector scheduling management on resource allocation needs
  • Assist sector scheduling group in evaluating goals and objectives for site schedulers
  • Perform in a fast paced, frequently changing, and demand driven environment
  • Problem solving and decision making requiring excellent communication skills
  • Travel 10%

As Manager of a scheduling group, the selected candidate must demonstrate leadership qualities. It is the expectation of someone in a management position to bring their team together to foster collaboration and reach customer and company success, not only for the mission, but for each employee as well. We expect leaders to understand, manage and drive top performance through employee engagement.

Basic Qualifications:

  • BA/BS degree with 9 years of experience relevant to the position as described above - OR - a Masters degree with 7 years or experience relevant to the postion.
  • 7 years’ hands-on experience in Program Planning / Scheduling utilizing Microsoft Project or similar scheduling software
  • Demonstration of a strong understanding of project management and earned-value management principles and their application to complex projects.
  • Proficiency in MS Office Programs (MS Project, MS PowerPoint, MS Excel, MS Word).
  • Experience using Schedule Health Analysis and Monte Carlo schedule risk Assessment tools
  • The willingness and ability to travel domestically 25% of the time.
  • Willingness to obtain and maintain a US Secret level security clearance.
  • US Citizenship

Preferred Qualifications:

  • BA/BS in a Business Administration or Engineering related area.
  • Familiarity with Earned Value tools (MPM, Cobra,etc.)
  • Experience in a DOD manufacturing or engineering development environment.
  • Experience in applying integrated cost/schedule and critical path methodologies within an Earned Value (EVMS) environment.
  • Familiarity with the NDIA's Planning and Scheduling Excellence Guide.
  • Experience in Aerospace and/or Defense programs and familiarity with Integrated Program Management Report (IPMR).
  • Current, active US Secret clearance or higher

Salary Range: $122,200 USD - $183,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
