Northrop Grumman’s Mission Systems sector has an opening for a Program Manager 2 to join our team of qualified, diverse individuals within the Integrated Digital Systems Operating Unit located in Woodland Hills, CA.  Will consider remote location for limited duration for the right candidate. The Program Manager is responsible to report to the Director of Programs for program cost, schedule, performance, and quality in all aspects of managing the individual programs assigned. 

This key position includes the following responsibilities:

  • Acts as primary customer contact and monitors program activities, including cost, schedule, and technical performance.  Cultivating customer relationships to develop further opportunities
  • Provides leadership, management, guidance, and oversight for personnel
  • Participates in the negotiation of contracts and contract changes
  • Establish plans and schedules in alignment with contract objectives
  • Ensure that the programs/projects are on schedule to the program milestones
  • Manage IRAD projects in parallel with customer contracts
  • Identifies program problems and obtains solutions, allocates resources, and recommends changes/updates to contractual requirements leading a multi-disciplined IPT
  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of the contract
  • Prepares presentations and presents program reviews with both internal and external customers
  • Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Resolves issues in accordance with business objectives, strategies, legal requirements, regulations, contract terms, and company policies
  • Leads the team in the execution of the program by providing clear assignments and direction, maintaining close communication, and getting the team the support needed to perform with success
  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities
  • Development and adherence to master plans and schedules

Basic Qualifications:

  • Must have a Bachelor’s degree and 7+ years of related professional/military experience that includes a background in project/program management, or a Master’s degree and 5+ years of related professional/military experience that includes a background in project/program management.
  • 2 years of leading teams/and or organizations to achieve a common goal.
  • 2 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead or as part of integrated program team member
  • Must be willing and able to travel up to 25% of the time as required by business needs.

Preferred Qualifications:

  • Relevant experience at various levels of responsibility within a matrix organization
  • Experience as CAM and/or past profit/loss accountability
  • Experience in cost and schedule controls, including IMS management and experience with Earned Value Management (EVM)
  • Project Management Professional (PMP) or equivalent certification.
  • Knowledge of Northrop Grumman internal processes, procedures, and organization.
  • Conducting risk & opportunity management practices including identification, mitigation and realization

This position reports to Woodland Hills, CA, USA, however, this position can also be worked from Unknown City, CA, CA, USA.


Salary Range: $134,400 USD - $201,600 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
