Northrop Grumman Defense Systems has an opening for a Program Manager 2 to join our team of qualified, diverse individuals. This position will be located in Melbourne, FL.

Job Description:

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration, and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.

Essential Functions:

  • Act as primary interface between the program, internal and external customers, and Logistics elements on all matters related to Operations and Support (O&S).
  • Provide O&S expertise to inform early life cycle decisions to positively impact future costs/performance.
  • Provides and presents senior leadership with metrics to status health of team and effort.
  • Responsible for delivering first-time quality products to customers.

Basic Qualifications:

  • Must have 12 years of experience supporting Government contracts and/or project management in other industries. Will consider a Bachelor’s Degree and 8 years of related experience; or a Master’s Degree and 6 years of experience.
  • Experience in O&S cost, support strategy and Life Cycle Sustainment planning.
  • Demonstrated success leading teams/and or organizations to achieve a common goal.
  • Demonstrated ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures.
  • The demonstrated ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
  • Active Secret Clearance, with a Periodic Review within the last five calendar years.
  • Must have the ability to obtain and maintain a DoD Secret clearance within a reasonable amount of time as determined by the company to meet its business needs.
  • Must have the ability to obtain and maintain Special Program Access within 360 days of offer acceptance.

Preferred Qualifications:

  • In depth understanding of O&S affordability framework and impacts of the Integrated Product Support elements.
  • Experience leading DoD development programs.
  • No less than 5 years EVMS/CAM experience.
  • Demonstrated experience of Risk and Opportunity (RIO) management.
  • Military aviation experience.
  • Top Secret Clearance.

Salary Range: $127,700 USD - $191,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
