Northrop Grumman’s Mission Systems (NGMS) sector is looking for a Manager, Programs 2 or 3 to support the Advanced Systems Operating Unit in successfully executing capture programs within the Advanced Multi-function Systems portfolio in Baltimore, MD. These advanced aircraft systems programs include the development and deployment of software, firmware, and hardware resourced from both customer and internal funding.

What You'll Get to Do:

The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross functional team, including reporting program managers and key subcontractors, focused on the successful execution of multiple activities while positioning for future upgrades and program area growth.  Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).

Primary responsibilities will include, but are not limited to:

  • Developing customer relationships and cultivating customer intimacy to develop further opportunities.
  • Leading and directing a cross-functional team to meet program cost, schedule and technical objectives.
  • Development and delivery of presentations to customers, executive management and other program stakeholders.
  • Develop new business opportunities through long term strategic planning, capture planning and proposal development.
  • Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.
  • Ensure program team understands & adheres to the contract scope.
  • Thorough risk & opportunity management to include identification, mitigation and realization.
  • Submission of program performance in internal reporting systems (i.e. IPRS).
  • Government Property (GFE, CFE, etc.) tracking and management.
  • Addressing workforce planning needs, as needed.

This position can be filled at a Manager Programs 2 or a Manager Programs 3 level.

Basic Qualifications for the Manager Programs 2:

  • Bachelor’s Degree and 8+ years’, or Master’s and 6+ years’, or a PhD and 3+ years' experience supporting Government contracts and/or project management in other industries.
  • Experience leading DoD development programs.
  • Demonstrated success leading teams/and or organizations including key suppliers to achieve a common goal.
  • The demonstrated ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures.
  • The demonstrated ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
  • US Citizenship with a current DoD Secret with ability to obtain SAP.

Basic Qualifications for the Manager Programs 3:

  • Bachelor’s Degree and 9+ years’, or Master’s and 7+ years’, or a PhD and 4+ years' experience supporting Government contracts and/or project management in other industries.
  • Experience leading DoD development programs.
  • Demonstrated success leading teams/and or organizations including key suppliers to achieve a common goal.
  • The demonstrated ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures.
  • The demonstrated ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
  • US Citizenship with a current DoD Secret with ability to obtain SAP.

Preferred Qualifications:

  • In depth understanding of Air Operations, Tactical aircraft, Aircraft systems and CONOPS
  • Working knowledge of sensors system, concepts, architectures, and missions.
  • Experience with managing Agile and DevSecOps software development activities.
  • Current Top Secret with active SAP clearances.

Salary Range: $141,100 USD - $211,700 USD
Salary Range 2: $168,100 USD - $252,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
