​The Sentinel Weapon System Cyber Program Manager (Cyber PM) will be accountable for day-to-day program execution for this high-priority and high visibility cyber security program. The Cyber PM serves an integral role in cultivating NG Space and USG customer relationships, and shaping and nurturing Cyber program culture. The Cyber PM leads the NGMS IWO Cyber Program within the context of the overall NGSP Sentinel Program, setting and maintaining battle rhythm, establishing and tracking cyber and program performance metrics toward contract completion, and liaising across NG and SPO Sentinel program sectors / segments / operations / functions.  The Cyber PM partners with subcontractor and NGMS Engineering & Sciences functional leadership to ensure required staffing and expertise are available to efficiently execute the contract. The Cyber PM works closely with the Strategic Cybersecurity Director to align strategic priorities and tactical tasking and maintain situational awareness of the program and related interests, and acts as Deputy to the Strategic Cybersecurity Director. This position reports to the Strategic Cybersecurity Director.

This position is located in Roy, Utah, and is a fully on-site position.

Sentinel Weapon System Cyber Program Manager responsibilities include:  

  • Integrated Cyber program performance management across all IWO tasks (cost, schedule, technical, risk & opportunity, quality) to deliver on all contract and AOP/LRSP commitments
  • Day to day contractual and programmatic change management across all aspects of the Sentinel Weapon System Cyber Program (EMD, Advanced Procurement, and Production)
  • Integrated Cyber program demand planning (staffing, infrastructure, clearances, etc.)
  • Integrated approach to Cyber supplier management to strengthen partnerships and drive performance
  • Support to departmental strategic planning and professional development / organization efficiency initiatives
  • Support to profitability reporting and investment planning and execution

A successful candidate in this role will demonstrate:

  • Substantial background in both cyber security and operations/program management
  • Ability to create and maintain high trust relationships with internal and external customers
  • Success in leading and developing cross functional teams
  • Strong organizational and interpersonal skills to communicate effectively verbally and in writing, with all levels of management and individual contributors

Basic Qualifications:

  • B.S. in cyber -related field and 12+ years, or M.S. in cyber -related field and 10 years’ experience, in supporting U.S. defense or aerospace system projects.
  • Current CISSP certification
  • 5+ years leading and/or managing teams on complex cyber projects
  • 3+ years’ experience in managing programs or subcontracts in excess of $50M, inclusive of cost-type contracts
  • 3+ years experience working with capture teams in developing and submitting competitive and compliant major proposals, including teaming strategies and complex subcontracting strategies
  • Experience fostering collaboration among team members and between teams
  • Experience identifying and addresses program risks and impacts through a systematic and proactive approach to Risk and Opportunity Management
  • Experience with DevSecOps and Scaled Agile Framework (SAFe)
  • Active and current DoD Secret clearance, TS, SAP and SCI eligible
  • Ability to travel domestically, up to 25% of the time

Preferred Qualifications (unordered, more is better):

  • General
    • Prior military leadership experience
    • 5-10 years experience in operations or program management (strongly preferred)
    • Prior experience as a long-term embed in customer environments
    • Prior experience leading communication systems, including RF system products, capabilities and enabling technologies in development or production programs
    • Prior experience leading operational, developmental, or penetration test teams

  • Program Management
    • MBA and/or PMP certification
    • 2+ years’ prior CAM experience
    • Prior experience leading cross-functional teams
    • 5+ years IPT / PM experience across multiple phases of the program lifecycle, esp. on an ACAT 1 program
    • Excellent conflict management and negotiation skills
    • Demonstrated ability to make tough decisions

  • Cyber
    • Advanced degree with Cybersecurity focus
    • Current DoD 8140 IASAE III certification, ISSEP preferred
    • Experience with managing Agile and DevSecOps software development activities and pipelines
    • Experience developing and delivering offensive and defensive cyber security capabilities
    • Experience related to networks, communications systems and testing required for authorization approvals
    • 2 years’ experience as a Chief Engineer/Architect or IPT Lead
    • Experience with DevSecOps and SAFe in a Continuous Delivery / Continuous Integration (CI/CD) pipeline context
    • Familiarity with Jira & Confluence
  • Sentinel
    • Active and current TS//SCI//SAP clearance with existing program accesses (strongly preferred)
    • Experience related to ICBM technologies and products

Salary Range: $152,100 USD - $228,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
