Northrop Grumman’s Defense Systems sector, within the Weapons Systems Division, is currently seeking a Programs Market Area Manager (Program Manager Level-3) to support our Missile Products Fuzing & Warheads Business at Allegany Ballistics Lab facility located in Rocket Center, WV.  In this role, the selected leader will be responsible for managing and delivering all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to develop further opportunities within the customer community. 

As a member of the Fuze & Warhead leadership team, the Market Area Manager provides oversight of program execution of their Market Area Products and Program Managers. The primary objectives include ensuring successful product production and delivery on cost and on schedule, driving market area growth, and providing training and leadership of Program Managers for successful execution. 

Responsibilities Summary:

  • Manage a portfolio of programs and providing oversight to direct report program managers executing the programs.
  • Function as an individual program manager for some key programs and pursuits.
  • Support regular customer interactions and maintain customer dialogue to assess execution effectiveness of current portfolio. 
  • Provide training, best practice, and lesson learned guidance within the program management organization.
  • Ensuring program team understands and adheres to contract scope and all internal processes, policies, and applicable industry standards.
  • Delivering presentations to customers, executive management, and other market area stakeholders.
  • Provide proposal oversight and best practice guidance to program managers.
  • Working integrally with the Segment and Market Area Directors and Business Development (BD) team to develop new business strategies and campaigns for business growth. 
  • Working with the Market Area Directors, BD and Engineering to engage customers, determine needs and develop solutions to emerging problems ahead of need. 
  • Working with the Market Area Directors, BD and Engineering to identify key investment areas that support business growth and execution strategies.

  • Proposal Team Development: The ability to define proposal strategy and develop proposal teams that analyze and shape RFPs, produce and deliver winning proposals, effectively track, and incorporate review team comments and findings, and manage post-proposal submittals (orals, finding responses).
  • Risk & Opportunity Management:  The ability to address portfolio uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate mitigation plans, and manages, controls, and communicates risks and opportunities for the Market Area.
  • Customer Intimacy: Consistently makes time to seek and incorporate input from customers and understand their expectations. Demonstrates commitment and energy to meet customer needs. Builds strong relationships with strategic partners and key suppliers. Guides program team and support functions on how to take action to satisfy customer expectations. 

Basic Qualifications:

  • Bachelor’s Degree in relevant field and 10 years (or 8 years with Master’s degree or higher) of related technical/business work experience supporting U.S. Government contracts and customers and/or project management of complex electronic, mechanical, and/or energetic products.
  • 5 years of experience in successfully leading and managing program teams, Integrated Product Teams (IPT), and/or Cost Account Manager (CAM) to achieve organizational goals.
  • Excellent Project Management competencies, skills and toolsets.
  • Ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.
  • Ability to independently organize work, prioritize tasks and manage multiple and dynamically changing operational situations.
  • Excellent interpersonal skills with ability to daily manage Program Managers and teams, effectively develop and maintain communications with organizational leadership to escalate and resolve situations.
  • Ability to resolve disputes and negotiate with a positive outcome while maintaining good relationships with customers and within the organization.
  • Available to occasionally provide after-hours Program Management leadership and support to teams, if needed for critical program or operational emergencies.
  • Ability to travel in US and International (10% to 25%).
  • US citizenship required with the ability to obtain a DoD Secret security clearance.

Preferred Qualifications:

  • BS/MS degree in STEM, science, engineering, or business program.
  • Experience directly working with Government Department of Defense (DoD), DoE, NASA, or Major Prime aerospace/defense industry contractors (Northrop Grumman, Lockheed Martin, Raytheon, Boeing, etc.).
  • Experience with DoD FAR and DFAR regulations and managing CPFF and FFP contract types, with profit and loss responsibility, and with training and experience in the Department of Defense Acquisition Process.
  • International business experience and familiar with international Direct Commercial Sales (DCS) Firm Fixed Price (FFP) Contracting
  • Experience with the manufacturing/design of complex electronic, mechanical, and/or energetic fuzing and/or ordnance products.
  • Program Management Professional (PMP) certification from PMI Institute or equivalent.
  • Active DoD/DoE Secret security clearance or interim security clearance.

Salary Range: $152,100 USD - $228,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
