Northrop Grumman’s Defense Systems sector, within the Weapons Systems Division, is currently seeking a Program Manager Level-1 to support our Missile Products Fuzing & Warheads Business at Allegany Ballistics Lab facility located in Rocket Center, WV.  In this role, the selected leader will support managing and delivering all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to develop further opportunities within the customer community.

Program Managers-1 are responsible for supporting the leading of all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).  Additional responsibilities include supporting of company programs for project planning, risk management, and project performance addressing cost, schedule, and technical for all aspects of program performance.  The individual will lead a cross-functional organization team aligned to accomplish common program performance goals.

Responsibilities Summary:

  • Plans and executes assigned aspects of program contracts.  The PM has complete responsibility for successfully managing all technical, financial, contractual and schedule aspects of multiple programs.
  • Supports achieving planned Profit & Loss (P&L) on assigned programs.
  • Leads a cross functional team of associates with a wide range of skill sets, ensuring roles and responsibilities of all team members are well understood and executed for areas including engineering, operations, supply chain/purchasing, quality, finance, contracts, etc.
  • Supports leadership of program teams and ensures technical compliance.
  • Supports customer interface for program activities, develops strong relationships and cultivates customer intimacy.
  • Develops and delivers presentations to customers, organization management, and other program stakeholders.
  • Supports development of new business opportunities through long term strategic planning, capture preparation and proposal development.
  • Coordinates of Contract Change Board activities internally and with the customer, to include Engineering Change Proposals (ECP) and Government Property (GFE, CFE, etc.) tracking and management.
  • Creates, reviews and finalizes program Statement of Work, Integrated Master Schedules (IMS), plans, milestones, payments, and other key contract terms and conditions.
  • Supports key formal program review sessions with the customer to address cost, schedule and technical performance.
  • Supports performance metrics on assigned program to achieve planned milestones and drive continuous improvement.
  • Supports subcontractor and component purchasing actions and performance through collaboration with supply chain Material Program Manager, Buyers, Quality, Receiving and Inspection.
  • Performs risk and opportunity management and identifies and executes plans to mitigate program risks.
  • Supports adheres to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
  • Supports program-wide focus on safety, reliability, cost, schedule, and quality.
  • Supports adherence to all internal Northrop Grumman policies and processes for Program Management.

Basic Qualifications:

  • Bachelor’s degree in a relevant field and minimum of 5 years (or 3 years with Master’s degree or higher) and related technical/business work experience with complex electronic, mechanical, and/or energetic products.
  • 1-2 years of successfully relevant management experience.
  • Familiarity with Project Management skills and toolsets.
  • Ability to independently organize work, prioritize tasks and manage multiple and dynamically changing operational situations.
  • Excellent interpersonal skills with ability to daily manage program teams, effectively develop and maintain communications with organizational leadership to escalate and resolve situations.
  • Ability to support effective customer relationships to ensure collaborative and successful program execution.
  • Ability to resolve disputes and negotiate with a positive outcome while maintaining good relationships with customers and within the organization.
  • Ability to support bid and proposal development.
  • Ability to support risks and opportunities management.
  • Competent in standard Microsoft Office Software Suite.
  • Ability to travel US and International (5% to 10%).
  • US citizenship required with the ability to obtain a DoD Secret security clearance.

Preferred Qualifications:

  • BS/MS degree in STEM, science, engineering, or business program.
  • Experience with the manufacturing/design of complex electronic, mechanical, and/or energetic fuzing and/or ordnance products.
  • Program Management Professional (PMP) certification from PMI Institute or equivalent.
  • Active DoD/DoE secret security clearance.

Salary Range: $106,400 USD - $159,600 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
