Northrop Grumman Mission Systems Sector is seeking a Project Manager 3 to lead a program facing Operations team of qualified, diverse individuals located in Woodland Hills, CA. The Operations Execution Manager (OEM) provides the required oversight to lead an integrated Operations team including GSC, Manufacturing, and Mission Assurance personnel in support of Strategic Space production and development programs for the Navigation, Targeting, and Survivability (NT&S) Division.  The Strategic Space Operating Unit focuses on the design, manufacturing, and test of high reliability Hemisphehrical Resonating Gyro (HRG) based Inertial Reference Units for a diverse mixture of Space and DoD customers.  Qualified candidates must demonstrate a proven track record of leading teams within cost and schedule targets and will have the ability to solve complex problems through systematic and objective evaluation of information in an environment of ambiguity and continuous change.  The candidate’s leadership capabilities should embody effective communication, collaboration, and implementation of a strong operational program foundation to interface with the diverse set of internal and external customers and suppliers.  The OEM reports to the Woodland Hills Operations Site IPT Director.

Roles and responsibilities:

  • Provide leadership and guidance to the Operations team (Manufacturing, Global Supply Chain/Supplier Performance Management, Quality & Mission Excellence) and act as Operations liaison to program leadership, report on the progress of program performance through all phases of contract execution

  • Will be responsible for program cost/schedule performance and risk/opportunity management for program Operations content and ensure all Strategic Space production and test hardware is acquired, assembled, and delivered on schedule

  • Manage (with cost and schedule accountability) all capital projects related to Strategic Space programs including HRG manufacturing capacity expansion and Woodland Hills facility accommodations 

  • Review and manage Capacity Plans, Audit Plans (Internal and Supplier), and Supplier Delivery commitments to meet Strategic Space program objectives

  • In collaboration with the Inertial Products Department leadership, execute a comprehensive HRG Manufacturing and Test strategy and work towards harmonizing cross-program HRG production

  • Align Operations resources to support program tasks in conjunction with Operations Site IPT Director and leadership team

Basic Qualifications:

  • Bachelor's Degree in an engineering, technical, or other related discipline

  • Minimum of 9 years of experience working with manufacturing teams, including GSC and MA, in production and development environments (7 years with Master’s Degree)

  • Demonstrated ability to successfully lead a team

  • Demonstrated ability to create trusted relationships with customers, suppliers, and leadership teammates

  • Experience with program management and EVMS

  • U.S. citizenship with the ability to obtain and maintain a Department of Defense Secret clearance


Preferred Qualifications:

  • Defense Industry experience as a Program or Project Manager, Quality Manager, Engineering Manager or Manufacturing Management with focus on aerospace and aeronautics programs

  • Lean / Six Sigma Green or Black Belt certification to drive continuous improvement.

  • Current, active Secret Clearance, or higher or ability to acquire a Department of Defense Top Secret clearance.

  • Knowledge/experience with SAP and Agile methods and tools (e.g. JIRA, Confluence)


Salary Range: $145,500 USD - $218,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
