Northrop Grumman Space Systems is seeking a Manager of Project Management 3. This position will support the Strategic Deterrent Systems (SDS) Division as the Site Lead of Promontory, UT and will support the Sentinel (GBSD) program.
 

This position requires a broad understanding of U.S. Government aerospace products and systems as well as experience in supporting Production, Integration/Assembly/Test/Checkout (IATC) and Ground Test Programs. The primary objective will be the oversight and management of numerous NG equities in support of missile production and ground test, aligning to common program and divisional performance goals. Additionally, the selected individual will manage the NG facility needs, space utilization and will be a principal stakeholder in regular distinguished visitor (DV) tours.  The Site Manager will be responsible for effectively communicating to stakeholders and facilitating all phases of the production and test campaigns with the landlord, as governed by the individual program requirements or expectations.

Primary responsibilities are the management of cost, schedule, and technical performance of company programs or facilities and include, but are not limited to:  

  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  • Leads all Propulsion Systems Division (PSD) safety review boards on behalf of Strategic deterrent Systems (SDS) Division
  • Leads all internal SDS Segment and Element team familiarization tours of the facilities
  • Establishing a missile integration and ground test risk-reduction program that effectively addresses customer requirements and incorporates the necessary internal customers
  • Leading and integrate cross-functional resident Strategic Deterrent Division (SDS) teams to meet program milestones
  • Measuring and reporting site conflicts and performance concerns
  • Delivering presentations to customers, executive management, and other program stakeholders
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools for various funding methods
  • Identifying, allocating, and managing program resources, including workforce planning
  • Managing Government/customer/NG assets or information (GFE, CFE, etc.)
  • Adherence to all internal processes, policies, and applicable industry standards
  • Conducting thorough risk & opportunity management practices including identification, mitigation, and realization for off-site operations
  • Prepare briefings on status/progress and processes at the Site; present in the appropriate cadences to ensure stakeholder awareness among Executive leadership.
  • Help develop and shape additional programs/processes to improve the overall Employee Experience
  • Drive Digital Transformation initiatives.
  • Coordinate physical space/footprint options for near term accommodations and long-term growth, including security, and potential payload processing facility.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Basic Qualifications: 

  • Bachelor’s Degree and 8 years experience supporting U.S. Government contracts and customers and experience with production and ground test operations or in lieu of degree 4 additional years of experience to equal at least 12 years of experience
  • U.S. Citizen with a current or active Secret clearance and the ability to attain a Top Secret clearance  and special program access (SAP)
  • At least 3 years of experience developing/reporting on facility readiness pertaining to weapon system integration and/or ground test activities

Preferred Qualifications:

  • Current or active Top Secret clearance with ability to attain special program access (SAP)
  • Effectively develop business cases, briefings, and communication – both written and verbal – at a senior leadership level to inform and drive decisions.
  • Demonstrated ability to facilitate, lead and brief large groups of internal and external customers
  • Experience working with propulsion Systems Division (PSD) within the Space Systems Sector of Northrop Grumman
  • Project Management Professional (PMP) certification
  • Proven ability to lead high performing teams with evidence of being able to create trusted relationships, and an inclusive work environment that attracts, retain, and inspire diverse and engaged teams
  • Experience supporting/leading distinguished visitor (DV) tours
  • Facility contracting and management, including lease
  • Detailed and team oriented with demonstrated leadership and organization skills
  • Ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, and understood in a manner that effectively meets program and stakeholder needs.


Salary Range: $125,700 USD - $188,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
