The Tactical Space Systems Division Manufacturing organization has an opening for a Operations Project Analyst in Dulles, VA (may also reside in Gilbert, AZ) to support the Space Systems Division. The Program Operations Engineer 2 are the interface between the Business Division (Civil & Commercial Satellites and National Security Systems Satellites) and Manufacturing.
 
We are seeking a Operations Project Analyst to work closely with the Manufacturing Work Centers and Program Management. This position is responsible for schedule management and cost accountability of Manufacturing activities for their respective Business Division to determine the most practical and cost-efficient methods to obtain the optimal program execution.  
 
The Operations Project Analyst candidate must possess excellent communication skills - both verbal and written; strong interpersonal skills; a good problem solving mindset; and the ability to present program visibility at internal/external meetings to include all levels of management including executive level. This is not a Manager role. This is an individual contributor role.  

Responsibilities Include:

  • Coordinate the production execution for Business Unit programs 

  • Coordinate Manufacturing cost and schedule performance 

  • Serve as Manufacturing lead for all proposals in the Business Unit 

  • Ensure Manufacturing has the needed resources (resources Manufacturing needs as well as allocation of resources from Manufacturing) to execute the programs 

  • Managing and maintaining the day to day interfaces and communications between the assigned Program Management Office (PMO), Manufacturing, Test, Manufacturing Resource Planning (MRP), Mission Assurance (MA), Supply Chain (SCM), Engineering, and Shipping. 

  • Facilitating internal meetings in a way to support design, production, and problem resolutions. 

  • Reporting Earned Value Management System (EVMS) and may service as the Cost Account Management (CAM) for manufacturing projects.

  • Engage and collaborate with programs and functional organizations (from individual contributors to executive staff) to obtain, understand, and interpret manufacturing facilitation and scheduling requirements

Basic Qualifications:

  • Operations Project Analyst 2 - A Bachelor's degree and 3 years of relevant work experience or 1 year of experience with a Master's degree (Additional Years of experience will be accepted in lieu of degree)

  • Operations Project Analyst 3 - A Bachelor's degree and 6 years of relevant work experience or 4 year of experience with a Master's degree (Additional Years of experience will be accepted in lieu of degree)

  • MS Office applications including Excel, Word, Project, and Power Point

  • Experience with SAP or other Enterprise Resource Planning (ERP) system and MS Office applications including Excel, Word, Project, and Power Point Experience in engineering or manufacturing 

  • Must be a US citizen

Preferred Qualifications:

  • Bachelor’s or Master’s Degree in Business Management, Manufacturing, Industrial or Quality Engineering 

  • Working knowledge of Cost Point and Material Requirements Planning (MRP) systems

  • Active security clearance or ability to obtain one

  • Demonstrated expertise in the following systems and concepts:

  • MRP and IMS Scheduling 

  • Windchill, TipQA, Cognos

  • Earned Value Management

  • Continuous Improvement, Lean Manufacturing and Manufacturing 

  • Excellent presentation and communication skills

  • Program execution experience 

  • Experience in engineering or manufacturing


Salary Range: $70,200 USD - $105,200 USD
Salary Range 2: $86,300 USD - $129,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
