Northrop Grumman Defense Sector (NGDS) is seeking a Transport Technical Publications Librarian / Mission Assurance for the US Army’s Transport Aircraft program required for all phases of contract aircraft and ground support equipment maintenance.

As the selected Transport Technical Publications Librarian, you will provide the subject matter expertise required to manage publication subscriptions and ensure program compliance with publication initial releases and updates. Technical publications to be maintained include, but are not limited to, Federal Aviation Administration (FAA) issued regulatory directives, US Army Aviation and Missile Command (AMCOM) messages, aircraft and component Maintenance Manuals (MM), Technical Directives (TD), Instructions for Continued Airworthiness (ICA) publications, Ground Support Equipment (GSE) Maintenance Manuals and Technical Directives, and all related technical and compliance publications required for maintaining contract aircraft and ground support equipment. 

You will ensure Subcontractor’s technical publication librarians are adequately trained and performing to contractual requirements and technical publication libraries are adequately updated and maintained with most up-to-date technical publications.

You will be responsible for working with program leadership and subcontractors to ensure appropriate staffing, resources, processes, tools, training, etc. are provided to support successful program execution as well as proactively providing program direction to best leverage NGDS capabilities. NGDS Transport Aircraft Program Management Office (PMO) is headquartered in Huntsville Alabama.

Key responsibilities include:

  • The Technical Publication Manager (Librarian/Archivist) is responsible for creating and maintaining an online master technical publication electronic library.
  • Obtains government hosted technical publications from the US Army Technical Publications Online Library or directly from the Fixed Wing Project Office (FWPO) appointed Point of Contact (POC).
  • Obtains commercially hosted technical publications from the Original Equipment Manufacturer (OEM).
  • Creates and maintains commercially hosted technical publication subscription accounts, typically from the Original Equipment Manufacturer (OEM).
  • Maintains technical publications to the current revision.
  • Archives superseded technical publications that lead to Commercial Off-The-Shelf (COTS) manuals with associated supplemental data for reporting requirements to the Customer.
  • Performs scheduled technical publication revision currency verification reviews.
  • Ensures Data License Agreements (DLA) are applicable to hosted technical publications.
  • Maintains close coordination with the operations, logistics and program manager.
  • Build and sustain an effective, engaged, and integrated technical publication team in a complex, geographically disperse, partner-rich, and dynamic environment.
  • Direct subcontractors and suppliers driving towards alignment on common program compliance issues.
  • Complies with required Customer required reports in a timely and efficient manner.

Basic Qualifications:

  • High school diploma or GED equivalent
  • 10 years or more of experience managing fleet technical publication library.  Military experience will be considered.
  • FAA certified airframe & power plant mechanic
  • Previous experience as a quality assurance examiner at Aviation CLS activity
  • Excellent verbal, and written communications skills, as well as collaborative management style, and an inherent drive to deliver on commitments.
  • Proficiency with MS Office Suite.
  • Capable of obtaining and maintaining a Secret security clearance.

  

Preferred Qualifications:

  • 20 years military or contract maintenance experience on complex turbine aircraft.
  • Previous or current FAA inspector certification
  • Previous supervisory experience leading maintenance team
  • The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.

Salary Range: $97,300 USD - $145,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
