Job Description

The Deputy Operations Program Manager will provide operational focus (Cost, Quality, and Schedule) for the Next Generation Interceptor (NGI) Program. The candidate will be responsible for the overall Operational performance for the lifecycle of the program. This includes proposal through launch/delivery with a focus on manufacturing along with Integration and Test.

Responsibilities Include:

  • The Deputy Operations Program Manager will support functions to achieve manufacturing, integration, test and delivery objectives for the Next Generation Interceptor Operations.

  • Manage the development and production efforts for the Next Generation Interceptor Program

  • Control Account Manager (CAM).  Maintain and provide Earned Value status for the Integrated Master Schedule (IMS) relative to I&T operations, including cost variance analysis and corrective actions on cost accounts.

  • Develop program operations status and metrics on a regular basis and present to management and the customer.

  • Oversee day-to-day planning and operations for NGI and lead the effort to establish and maintain a Detailed Operations Schedule.

  • Lead the team to resolve the issues adversely impacting the development and execution of the program

  • Establish methodology to ensure daily, weekly, and monthly objectives are achieved

  • Understand and report on team status at the required level of detail to the Program Operations Manager and Program Management leadership

  • Ensure team has the needed resources to execute the program successfully

  • Perform manpower planning and support the hiring process to support the Program

  • Provide expertise to support the strategic vision of the Program, Business Unit and Division

  • Support Operations Management team in baselining contract awards in the Integrated Master Schedule (IMS) for all activities.

  • Act as a change agent to improve material & hardware flow and processes within manufacturing and I&T utilizing lean practices and visual management.

  • Develop, maintain and analyze monthly metrics to promote sound operational decisions, improve efficiency and eliminate waste.

  • Support and provide input to functional managers in regard to employee performance.

  • Champion ongoing Continuous Improvement initiatives

  • Occasional business travel may be necessary (25% or less)

Candidate must have demonstrated ability in working with cross organizational teams and customers; the ability to set and clearly articulate goals/priorities and successfully communicate them to key staff; strong leadership skills; and a track record of building high-performance teams, with a particular focus on employee development, engagement, inclusion, and retention

Qualifications:

Basic Qualifications:

  • Bachelor’s degree required, preferably in science, technology, engineering or math (STEM), plus 9 years of related experience in an operations or manufacturing environment

  • Ability to multitask and balance multiple projects simultaneously.

  • Demonstrated expertise in the following systems and concepts:  IMS Scheduling, Cost Point, material management tools, Continuous Improvement, Lean Manufacturing

  • Earned Value Management (EVMS) Experience

  • Experience working in Manufacturing, Engineering, Test, Production, Manufacturing or Industrial Engineering, Project Engineering, IPT, Operations Project Management (OPM), or similar roles

  • Experience leading Manufacturing/Integration & Test proposal efforts that include labor quoting, schedule and capacity analysis, investment planning, and descriptive Basis of Estimates (BOE’s)

  • Must be a US citizen with the ability to obtain a secret clearance.

  • Strong interpersonal skills and ability to work well with all levels in the organization

  • Strong MS Project, Excel, Power Point and Word skills

  • Strong organizational skills.

  • Strong verbal and written communication skills

Preferred Qualifications:

  • Earned Value Management certified

  • Project Management Professional  certified

  • Program execution experience

  • Previous experience leading a multidisciplinary team

  • Previous experience implementing lean projects

  • Previous experience working on a government program


Salary Range: $127,700 USD - $191,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
