Join Northrop Grumman Mission Systems and be a part of the team that solve some of the world’s most complex technical challenges.  The Communication, Navigation, and Identification (CNI) Operating Unit is seeking a Manager Programs 1 to join their team in San Diego, CA.

What You’ll get to Do:

• Direct all phases of program life-cycle inception through completion.
• Have responsibility for the product quality, cost, schedule and technical performance of all contracted activities.
• Oversees the preparation of proposals, business plans and financial terms/conditions of contract.
• Participates in the negotiation of contracts and contract changes.
• Acts as primary customer contact.
• Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and develops/implements solutions.
• Directs the work of employees assigned to business area and oversees the work performed by suppliers.
• Responsible for meeting/exceeding the financial commitments.
• The selected individual must be capable of providing strategic direction and oversight to align with the roadmap.
• Cultivating customer relationships and intimacy to develop further opportunities within the customer community
• Measuring and reporting program performance
• Delivering presentations to customers, executive management and other program stakeholders
• Identifying, allocating and managing program resources, including workforce planning
• Managing Government/customer supplied property or information (GFE)
• Candidate will be responsible to perform full spectrum of Diminishing Manufacturing Sources and Material Shortages (DMSMS) management tasks to ensure DMSMS risk areas are identified, and design influence is asserted to reduce and/ or remove obsolescence. Ability to develop/maintain an obsolescence bill of material, provide health screening, identify issues, perform obsolescence forecasting, lifetime buy/bridge buy quantity calculations, issue resolution development (through research and work with Engineering on the development of design solutions that align with the DMSMS roadmap) and issue management through solution implementation.  
• Candidate will demonstrate a complete understanding and wide application of technical principle, theories, and concepts relative to DMSMS and life cycle management. Candidate will demonstrate general knowledge of aircraft and/or aircraft subsystem development, and familiarity with supplier management. Applicant is expected to work independently to provide innovative technical solutions to a wide range of difficult problems.
• Candidate will create, analyze, and produce DMSMS technology roadmaps, impact, and issue reports and present data to stakeholders, customers, and upper management.  Applicant will be expected to maintain close coordination with several integrated product teams, provide detailed status to program leadership, participate in DMSMS management technical interchange meetings, as required.   
• Propose and execute Last Time Buy purchases ahead of OEM deadlines to protect future CNI Production and Sustainment demands

Basic Qualifications:

• Bachelor’s Degree and 5 years, or Master’s and 3 years’ experience supporting U.S. Government contracts and customers and/or project management in other industries
• 4 additional years experience in lieu of education
• Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
• Demonstrated success leading teams/and or organizations to achieve a common goal
• Must be able to obtain and maintain a DoD Secret security clearance.

Preferred Qualifications

• SAP – for inventory management
• Electrical Engineering background
• Experience in engineering, supplier management, or program management
• Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management

Salary Range: $123,200 USD - $184,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
