Northrop Grumman, Space Systems – Propulsion Systems is currently seeking a Program Manager 1 for the Space Launch System (SLS) Booster Thrust Vector Control (TVC) Team. This position will be located at the Kennedy Space Center (KSC) in Florida.
Role description:
The successful Program Manager candidate will lead a multidisciplinary team responsible for the refurbishment and assembly of Thrust Vector Control (TVC) system flight hardware supporting the SLS Program. Primary objective is to refurbish and assemble flight hardware that meets program technical requirements on time and within budget. Emphasis is in communication with external/internal customers and functional organizations, including overall management of production hardware, technical, financial and contract commitments. This role includes Earned Value Management Control Account Manager (CAM) responsibility.
This position is located at the Kennedy Space Center (KSC) Booster Fabrication Facility (BFF) in Florida.
Job Duties:
The Program Manager 1 has the job duties listed below and is ultimately responsible for:
Program Execution
Ensure that compliant flight hardware is processed on time and within budget to support scheduled SLS Booster installation need dates
Serve as Control Account Manager (CAM) to successfully accomplish program scope while managing financial and budget performance using Earned Value Management (EVM) tools.
Develop and implement mechanisms for monitoring production performance and for intervention/problem solving in a timely manner to preclude impacts to program milestones.
Directly lead a cross functional team. Ensure roles and responsibilities of team members are well understood and executed.
Motivate the team, establishing and sustaining a culture of accountability, process improvements and trusting relationships.
Company-Customer Interface
Represent Northrop Grumman as a company (bringing the Northrop Grumman message to the customer; and integrating knowledge of the spectrum of Northrop Grumman capabilities with understanding of customer needs to promote Northrop Grumman).
Service the customer by executing the program and resolving issues in accordance with business objectives, strategy, legal requirements, regulations, contract terms, and company policies.
Balance the interests of the customer, Northrop Grumman, and employees.
Manage program participation in working group meetings.
Program Team Management
Provide overall leadership and direction to the program team (contracts, finance, engineering and operations) to include coaching team members, resolving conflict and contributing to performance reviews.
Establish and communicate program priorities.
Possess the proven ability to provide verbal and written information clearly, succinctly, and persuasively.
Understand and manage change to the programs’ baseline.
Meet master program plans and schedules by identifying and assessing risks, and initiating necessary corrective action.
Schedule Management
Ensure that the program is on schedule to the program milestones and Integrated Master Schedules (IMS).
Understand Integrated Master Schedules, Integrated Factory Schedules and Earned Value Management principles.
Financial Performance
Oversee budget management within the program and participate in monthly business management reviews and corporate reporting.
Look for creative ways to manage cost vs. risk and achieve cost allocations in line with program funding.
Align program actions and communications to achieve milestones.
Contract Structure & Pricing
Assist in negotiating contracts, contract changes, contract pricing, contract terms and resolution of contract issues.
Technical Performance
Drive technical excellence by setting program standards, working closely with the technical team, balancing risk, and delivering performance.
Education and Experience Requirements:
BS degree in a STEM discipline and 5 years of experience working in aerospace industry manufacturing environment and at least 2-3 years of experience in communicating with and leading cross functional project teams.
Or MS degree and 3 years of experience.
Or PhD degree and 0 years of experience.
Experience with aerospace launch vehicle design, development, qualification and integration processing.
Project management experience using Earned Value Management principles is preferred.
Familiarity of requirement sets and system architectural approach necessary for spaceflight systems (ordnance, high reliability electronics, thrust vector control, flight safety systems).
Skills & Qualifications:
Familiarity with aerospace flight hardware refurbishment, assembly and integration processing.
Understanding of project management and project engineering fundamentals, earned value management, proposals, work break down structures, statements of work, contract fundamentals, and government contracting.
Knowledge of systems engineering, requirements definition, requirements flow, interface management, and requirements verification.
Excellent communication, interpersonal skills, and the ability to interface with all levels of employees, management, executive leadership, and customer partners
Excellent time management and organizational skills.
Advanced knowledge of MS Office (Word, Excel, PowerPoint, Project)
