The E-2D DSSC-4/5 Advanced Mission Capabilities IPT is looking for a Program Manager 2 to lead a critical program, cultivate and manage strong customer and supplier relationships, and lead multi-disciplinary agile teams.  This program uses a modified Scaled Agile Framework to fit the customer’s needs.  This is a level 1 EV program that is looking for a customer-focused leader who embraces an autonomous NGC/Customer structure.  The ideal candidate will focus on being a servant-leader whose main goal is ensuring his/her teams have all resources needed to meet their commitments to the customer and the program during each program increment.  This Program Manager 2 will use the established culture to help drive financial performance for the IPT.

Responsibilities will include:

  • Management of program cost, schedule, performance, quality, and suppliers 
  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Responsible for ensuring program and procedural requirements are met in a timely and profitable manner.
  • Builds a collective understanding of program risks, issues, and opportunities and shapes collaborative solutions to maximize the performance of the organization. 
  • Provides leadership, management, guidance and oversight for matrixed personnel.
  • Participates in the negotiating contracts and contract changes. 
  • Prepares and delivers presentations at program reviews with both internal and external customers.
  • Leads teams in execution of the program by providing clear assignments and direction, maintaining close communication, and getting the team the support needed succeed.  
  • Resolves issues in accordance with business objectives, strategies, legal requirements, regulations, contract terms, and company policies.

Basic Qualifications:

  • Bachelor’s Degree and 9+ Years Program Management or Business Management Experience OR Master's degree with 7+ years' experience
  • Secret Clearance with background check in the last 5 years or less
  • This position requires the ability to obtain and maintain Special Program Access (PAR) within a reasonable period of time, as determined by the company to meet its business needs (U.S. citizenship is a pre-requisite)

Preferred Qualifications:

  • Master’s degree in STEM, Business or Management
  • 5 Years Level 1 Earned Value Management
  • PMP Certification
  • Agile certification

Salary range: $123,900 - $185,900

Salary Range: $123,900 USD - $185,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
