Systems is seeking a Construction Operations Manager 3. This position will be located in Roy, UT and will support the Sentinel (GBSD) program. Learn more about the Sentinel program here. Northrop Grumman supports the Air Force’s sustainment, development, production and deployment of hardware and system modifications for Intercontinental Ballistic Missile (ICBM) Ground and Airborne Launch Control Systems, Launch Facilities and associated infrastructure.
What you will get to do:
The Construction Operations Manager position within the Sentinel Infrastructure segment will be responsible for the leadership and successful delivery of multiple construction projects to meet program objectives. Individual projects will range in size and complexity, typically valued at $5-100 million, with simultaneous construction projects in execution in excess of $1 billion. Will require extensive coordination and schedule integration with an Engineering, Procurement, Construction (EPC) contractor and various stakeholders, including the United States Air Force (USAF) and the US Army Corps of Engineers (USACE).

Construction Operations responsibilities include leading Northrop Grumman construction management teams, management of the EPC contractor and integration with small businesses; lead all aspects of project execution planning, project execution, and reporting. The Construction Operations Manager participates in the negotiation of contracts, contract management, and contract changes. Leads the execution of multiple projects simultaneously with projects located in several states. Develops project execution plans and manages program safety, quality, cost and schedule objectives. Identifies program challenges and develops solutions, such as allocation of resources or changing contractual specifications.
Key responsibilities include, but are not limited to:
- Management and mentoring of construction operations staff members.
- Ensure strict adherence to ethics and compliance requirements for all projects.
- Plan for resources to manage current developing and future workload.
- Leads teams to create and communicate construction project plans, and schedules.
- Manages project cost, safety, schedule, and quality performance.
- Supports preconstruction efforts, including proposal development, budgeting, planning, estimating, constructability reviews, value engineering, purchasing and bidding, and cost control for major construction and environmental remediation projects.
- Provides leadership of risk evaluation, contract negotiations, fee and pricing decisions.
- Establishes and maintains effective relationships with principal subcontractor and consultant leadership.
- Leads all construction operations.

These positions will have a standard work schedule of 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
Basic Qualifications:
- Bachelor’s Degree in Architecture, Engineering, or Construction Technology/Management and at least 10 years of construction industry experience with experience with U.S. Federal Government projects.
- 10 years of experience with/knowledge of federal acquisition regulations (FAR) and their application to design and military construction.
- 10 years of experience with/knowledge of construction management.
- 4 years of experience with multi-faceted USG construction; specifically, requires expertise with construction projects of military/Air Force systems, to include MILCON and NEPA, Safety and Quality Assurance requirements associated with such projects.
- Must be able to obtain Active DoD Secret security clearance.
- 3 years of experience leading teams and managing and mentoring direct reports.
Preferred Qualifications:
- Master's Degree in related field.
- Active DoD Secret security clearance.
- Specific relevant experience with fixed price and cost-plus price construction for the U.S. Army Corps of Engineers and/or Naval Facilities Engineering Command.
- Strong time management and project management skills and a proven record of meeting very aggressive schedules.
- 2 years of Earned Value Management Experience (EVMS).
- Successfully worked in fast paced environment; ability to multitask is essential.
- Ability to proficiently use various Microsoft Office applications.
- Experience with integrated project management systems, including LEAN Construction, Supply Chain Management, Building Information Modeling (BIM) and new and evolving construction technologies.
- Experience with launch systems or nuclear construction.
- Experience with US Air Force Civil Engineering Center (AFCEC)
- Experience with US Army Corps of Engineers (USACE)
- Aerospace and Defense program management experience
