Northrop Grumman Space Systems is seeking an Infrastructure Subcontract Management Team Lead.  This position will be located in Roy, Utah and will support the Sentinel (GBSD) program.  This role may offer a competitive relocation assistance package.  

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.

What You’ll Get To Do:    

  • Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
  • Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications
  • Identifies and controls all subcontract management activities and processes while integrating supplier interdependencies throughout the program’s life cycle
  • Applies knowledge, insights, and understanding of business and/or financial concepts, tools, and processes to support Subcontract decisions, actions, and performance corrections
  • Supports and monitors technical performance baselines, assesses execution status, and takes appropriate action to maintain conformance with the baseline
  • Addresses subcontract uncertainty through an organized and analytical forward-looking approach, identifying risks and opportunities, determining and appropriately handling, managing, risks and opportunities throughout the life cycle of the Subcontract
  •  Oversee and provide financial control and maintenance of budgets including EVMS metrics (specifically IPMDAR evaluation and reviewing leading/lagging metrics and how they can be applied to performance management) and Variance Explanations as a Control Account Manager for your supplier
  • Effectively plans, defines, establishes, communicates, monitors and controls scope by establishing and controlling changes to the Subcontract Baseline
  • Manages labor and material dollars across multiple contracts for Engineering, Procurement and Construction (EPC) EVMS weekly and monthly deliverables
  • Key leader in developing and reviewing Supplier Statements of Work (SSOWs)
  • Reviews supplier proposal responses, including performing technical evaluations, reviewing supplier Basis of Estimates (BOEs), overall proposal quality reviews, and attending proposal related reviews

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.    

You’ll Bring These Qualifications: 

  • Bachelor’s degree in Supply Chain, Operations, Business Management/Finance, Construction Management, Project Management, other STEM, or related field 10 years of experience (Or a master’s degree and 6 years of experience) in Program Management, Global Supply Chain, or related portfolio level discipline
  • US Citizenship required with current DOD clearance adjudicated with the past 5 years
  • 5+ years of experience supporting U.S. Government contracts and/or large supplier management portfolio experience in other industries
  • 5+ years experience managing a Program effort or Major Subcontract (in either a supply chain, SMT, or program/project management role)
  • 5+ years of financial experience in EVMS or similar cost and schedule management systems

These Qualifications Would be Nice to Have:  

  • Advance degrees and/or certifications such as MBA, Six Sigma, Supply Chain CSCPM or related is a plus
  • Experience with major Engineer, Procurement and Construction (EPC) projects or DOD construction programs, with specific experience managing or supporting U.S. Army Corps of
  • Engineers or Naval Facilities Engineering Command programs
  • Active DoD Secret Clearance or greater is preferred
    PMP Certification
  • Demonstrated understanding of Lean, Agile or Six Sigma Tools
  • Experience with specific tools available for Subcontract management associated with the terms and conditions of the Subcontract (Award Fee/incentive fee flow downs, supplier assessment/evaluation, Corrective Action Requests, Letters of Concern, etc.)
  • Proficiency in driving programmatic battle rhythm

Salary Range: $152,100 USD - $228,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
