The Sentinel program is seeking a PE&O Proposals & Contract Actions Director 1 with the background, vision, and people skills to execute highly effective RFI, ROM and Proposal responses with a multifaceted team of participants.  This Director will partner closely with the Contracts, Business Management, Global Supply Chain, Strategy & Planning, and Segment teams, providing horizontal integration across the Sentinel program for responses to RFIs, ROMs and Proposal requests.  This position will be located in Roy, UT.

Responsibilities include, but are not limited to:

  • Lead and manage large, multi-faceted responses to RFIs, ROMs, and Proposal requests. 
  • Lead and mentor a team of Proposal Operations staff.
  • Responsible for maintaining RFI, ROM and Proposal processes, to include Roles, Responsibilities, Accountability and Authority (RRAA) for program stakeholders.
  • Collaborate with the Capture Manager on the proposal execution approach and team staffing.
  • Maintain virtual and physical work space for proposal execution and ensuring configuration control of proposal documents.
  • For strategic/competitive opportunities: 
    • Provide pre-proposal planning support to the Capture Manager, including shaping the RFP, defining strategy, and developing capture related products.
    • Work with the Capture Manager and core team to develop win themes, messages, discriminators and key features of our offering and ensure they are reflected in our proposal deliverables.
  • Define all RFP required proposal deliverables and ensuring 100% compliance with solicitation documents.
  • Develop and execute the Proposal Development Plan, including the proposal schedule, proposal budget, work progress, and proposal execution risk.
  • Prepare for and lead stand-ups and status meetings.
  • Schedule and oversee proposal reviews – first draft, red team, and final.
  • Review RFI, ROM and Proposal content for compliance with solicitation instructions, clarity, accuracy, and consistency across volumes.
  • Finalize RFI, ROM and Proposal documents for delivery.
  • Develop and implement a plan for post-submittal customer questions and response phases.

These positions will have a standard work schedule of 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off

Basic Qualifications

  • Bachelor’s degree with 10+ years of related experience
  • 3 years in a formal lead/management position
  • At least 1 year supporting capture activities prior to pre-proposal planning.
  • At least 1 year of experience managing RFIs, ROMs and/or Proposals of $100M in value or greater.
  • Ability to obtain and maintain DoD Secret with SAP clearance.

Preferred Qualifications

  • 10+ years direct experience working on competitive and sole source RFIs, ROMs, and Proposals, including Cost Plus and Fixed Price, for U.S. Government customers.
  • Experience with both Engineering and Manufacturing Development (EMD) and Production phase proposals.
  • Experience with U.S. Space Systems related customers and proposals.
  • Experience training, leading, and directing activities of team members through execution of a formal proposal process.
  • Knowledge and understanding of the U.S. Government’s competitive acquisition process including federal procurement regulations (FAR/DFAR).

Salary Range: $176,200 USD - $264,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
