Job Description:

Assist with developing and maintaining disaster and emergency planning and management plans, policies, and procedures, and provides advice and recommendations on all aspects of emergency planning and management at both the tactical and strategic levels.  Develops and administers security programs and procedures DOD classified programs, company proprietary materials, controlled unclassified information, documents and equipment.  Enforces DOD 32CFR/NISPOM security regulations that apply to U.S. Government, Special Access Customers to include other company DOD programs and security operations. Conducts security education classes and supports security audits as requested by the FSO.  Supports DOD Insider Threat Program as required by 32CFR/NISPOM/DCSA and provides backup support as Designated Government Representative (DGR) for international programs.  Performs other assigned Security duties as directed by the FSO, CPSO or their alternate. 

Primary Duties:

  • Assist with providing overall site Security, including physical security, access control, conditions of entry to the facility to include compliance with all protection and safeguarding of DOD Closed and Restricted Areas.

  • Conduct assessments, reviews, and self-inspections of plant emergency response systems (Plant Wide fire systems and fire equipment). 

  • Develops, coordinates, facilitates, and maintains Northrop Grumman and ABL crisis management policies and procedures and emergency operations activities ensuring adherence to the emergency management goals of: Protecting life, health, and safety. Continuously assessing the effectiveness of the policies, procedures, activities, and organizational structure and provide feedback for continuous improvements for restoration of services, functions and facilities as timely as possible.

  • Reviews and investigates security incidents, compiling findings and recommendations for corrective actions into summary report.  May be required to establish “Incident Command” with Management and onsite Security First Responders.

  • Develops, implements, and coordinates facility-wide Insider Threat training. Assist with Insider Threat investigations and assist FSO/CPSO with maintaining NG ABL Insider Threat Program in compliance with 32CFR/NISPOM DCSA.

  • Maintain confidentiality of work-related information and communicate with Northrop Grumman FSO/CPSO as required to maintain security compliance of programs.

  • Support and participates in conducting DOD Self Inspections maintaining 32CFR/NISPOM customer security program compliance. Support Security audits conducted by DCSA and SAP customer specific programs.

  • Applies security expertise, experience, and judgement to plan and accomplish goals, resolving issues while ensuring positive DOD 32CFR/NISPOM, customer specific compliance in all aspects of the sites classified and unclassified Industrial Security Program.

  • Supports COMSEC Custodian as Assistant COMSEC custodian obtaining proper certification course.

  • Supports Department of Homeland Security CFATS program duties and responsibilities as assigned by FSO.

  • Support utilizing Northrop Grumman SIMS, DOD NISS, DISS and other programs as required for effective, efficient, and compliant Industrial Security Program. This includes maintaining classified accountability of incoming and outgoing classified information, preparation, and inspection of outgoing classified shipments for DOD compliance and other duties as assigned.

  • Support and coordinate secure calls using VIPER phones for Program Office teams.

  • Assist or conduct with required Security education and maintain appropriate, accurate training records of all Security training for future audit references.

  • Submit site personnel for program specific clearances as required by the program customer.

  • Participate and complete required training with DOD CDSE for special Security certifications such as Insider Threat, COMSEC, DGR and other training as requesting by the FSO/CPSO.      

Additional Duties:

  • Assist the Facility Security Manager/CPSO with all Industrial Security Program assignments.

  • Control and safeguard classified information with NG SIMS and as trained and requested by the Facility Security Officer/CPSO.

  • Conduct Security briefings, assist with onsite DOD, DHS, Northrop Grumman inspections.

  • Perform other related Security Duties as assigned by the Facility Security Manager or CPSO.

Basic Qualifications:

  • A Bachelor’s degree with 3 years of experience, a Master’s degree with 1 year of experience OR a High School/GED with 7 years of experience.
  • Must Qualify for and Maintain U.S. Government DOD Secret Clearance
  • Must be able to obtain and maintain Government Customer Clearance
  • Ability To Multi-Task and Meet Deadlines
  • Ability To Work Independently or As Part of a Team
  • Effective Written Communication Skills, Report Writing and Presentation Skills
  • Strong Computer Skills Microsoft Office, Excel, Word, Power Point
  • Must Complete Facility Security Officer (FSO) Toolkit in Center for Development of Security Excellence, Defense Counterintelligence and Security Agency (STEPP) or complete and approved FSO Program Management course within 16 months.

Preferred Qualifications:

  • 3 years’ work experience within a classified environment, processing and handling classified material, NISPOM compliance. 
  • Working knowledge of Lenel OnGuard.   
  • EMT Certification
  • Firefighter Certification
  • 3 years Fire Fighter/EMT experience
  • Incident Command experience

Salary Range: $60,600 USD - $90,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
