Northrop Grumman Space Systems is seeking an Engineering Technical Development Manager 3 for the Strategic Deterrent Systems (SDS) division Engineering & Manufacturing Operations team. This role will be located in Roy, UT, and will provide enabling support for all business areas within the SDS portfolio. Northrop Grumman supports the Air Force’s sustainment, development, production, and deployment of hardware and system modifications for Intercontinental Ballistic Missile (ICBM) Ground and Airborne Launch Control Systems, Launch Facilities, and associated Infrastructure. This position reports directly to the Operations & Integration Director.

What You’ll Get To Do: 

This individual will lead the Engineering & Manufacturing Operations Training Team to implement an overall technical training lifecycle and talent development strategy that fosters a culture of learning within SDS, aligns career paths with growth aspirations, and prepares engineers across multiple disciplines to support our programs.

The selected candidate will have demonstrated experience leading or providing key contributions to learning engineering and talent development in a technical field, will have a track record of strong collaboration and leading by influence, experience developing and standing up scalable organizations, have engaged in or led strategy development, and driven execution of long-term plans.

As the Manager you will be responsible for managing planning, risk, project management, and project performance, addressing cost, schedule, and technical quality for related Work Breakdown Structure (WBS) elements.  Will assist engineers and program staff to develop and maintain talent within the organization. Have frequent contact with equivalent level managers and programs to maintain and exceed health and performance for all programs.

Specific duties to include, but are not limited to the following:

  • Responsible for assessing staffing needs, current as well as projected and working with the respective team leads to address those needs.

  • Responsible for supporting recruitment activities including the creation of requisitions, conducting interviews, and approving offers.

  • Work with program leaders in establishing personal, program, and functional goals as well as performing performance evaluations and merit adjustments for subordinates.

  • Provide their subordinates with career development recommendations, mentoring, discipline, as necessary.

  • Apply Learning Engineering methodologies to implement scalable learning solutions that enable program execution while supporting and fostering collaboration across SDS Engineering & Manufacturing Operations

  • Lead technical training curriculum development across SDS Engineering & Manufacturing Operations

  • Support the implementation of SDS Engineering & Manufacturing Operations technical talent development strategy

  • Use Agile development framework and metrics to manage team progress and quality throughout learning product lifecycles

  • Foster a working environment which reinforces and drives accountability to fundamental Northrop Grumman Values focused on integrity, quality, shared success, and innovation.

  • Partner with engineering and program management peers to assure a balanced and efficient assignment of resources to support and achieve key mission priorities

  • Excellent communication, mentoring, interpersonal, leadership, motivational skills, and the ability to collaborate with senior management, peers, and employees

  • Persuasive presenter to technical and non-technical audiences with experience coordinating activities and facilitating communications between various groups of stakeholders, such as internal teams, customer teams, and management

  • Agile in adapting to requirements and developing alternative methods, collaborating with business leaders to influence strategies, and responding effectively to changing events and competing priorities

  • Grow, develop, and mentor a high-performing technical training team

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.   

Job Qualifications: 

You’ll Bring These Qualifications:

  • Bachelor’s degree and 8 years of relevant experience; 6 years of relevant experience with a Master’s degree; 4 years of relevant experience with a PhD

  • Must be a US Citizen with an active DoD Secret Clearance with an investigation date within the last 6 years.

  • Ability to obtain and maintain Special Access Program (SAP) Clearance

  • 3+ years’ leadership experience with managing cross functional teams, leading projects, budgets and schedules.

These Qualifications Would be Nice to Have:

  • Active DoD Top Secret clearance with most recent investigation within 6 years

  • Experience in creating and maintaining Training material for various disciplines in an organization

  • PMP Certification

  • Experience with SAFe (Agile) business development framework

  • Effective leadership skills with experience leading and mentoring interdisciplinary teams

  • Strong understanding of SDS Engineering & Manufacturing Operations organization and associated disciplines

  • Expertise in contemporary adult learning theories and training methodologies

  • Advanced degree in learning development, instructional design, or related field

  • Experience developing and implementing standardized processes and procedures


Salary Range: $114,200 USD - $171,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
