(On-Site) Manager Programs 2 – Top Secret Clearance Required

Northrop Grumman’s Space Systems Sector is looking for a Program Manager 2 to support as the Deputy Program Manager with new/existing program executions and/or to support business captures and proposals development for the strategic force business unit in Azusa, CA. This role will report on-site daily to our Azusa, CA campus.

For the DSP Operations and Missions Threat Analysis (MTA) and Engineering Support (DOMES) program execution, the primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.  The candidate will lead a cross-functional organization aligned to common program performance goals.

In proposal support, the primary objective will be leading the review of bid strategies and proposal pricing reviews for Engineering efforts. Experience in proposal development is necessary to effectively execute these responsibilities.

Essential Functions:

• Serve as the interface to the Program Manager and programs technical leads to coordinate team technical and programmatic status and issues.
• Lead responses to RFPs, reviews of bid strategies, proposal execution, and pricing reviews for new business captures
• Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
• Creation, review, and support finalization of the program Statement of Work
• Identification, distribution, tracking, and completion of program requirements
• Establishment and execution management of the program and subordinate baselines
• Build and maintain a culture that empowers employees, establishes personal and team accountability, motivates team performance, encourages development, and supports innovation
• Responsible for meeting business goals of engineering cost and schedule for scope of work as assigned
• Develop and execute to project budgets and schedules, including Earned Value Management System (EVMS), critical path management, Estimates-at-Completion (EACs), and workload forecasts
• Serve as the interface to the Engineering Discipline/Department Managers to coordinate staffing requirements and ensure proper skill mix to support team activities
• Brief internal and customer leadership on progress of work assigned
• Mentor technical contributors and team leads
• Managing Government/customer supplied property or information (GFE, CFE, etc.)
• Adherence to all internal processes, policies, and applicable industry standards
• Ensuring program team understands and adheres to contract scope, and manages change through control board activities  
• Conducting thorough risk & opportunity management practices including identification, mitigation and realization

Basic Qualifications: 

• Bachelor’s Degree in a S.T.E.M. (Science, Technology, Engineering or Mathematics) Field and 6+ years of related experience
• 3+ years in program management/functional management/leadership role
• Experience with business captures and proposal activities
• Experience leading teams on a technical development efforts and/or technical sustainment support
• Experience as an Integrated Product Team Lead (IPTL) and Control Account Manager (CAM)
• Experience with generating or reviewing cost estimates/basis of estimates (BOEs).
• Experience with planning, scheduling, and earned value management systems (EVMS) to initiate, execute, manage and control program plans against cost and schedule baselines that meet both program contractual requirements and stakeholder expectations. This also includes risk and opportunity management.
• Familiarity with OPIR and/or Remote Sensing Payload design, development or post-delivery efforts
• Active DoD Top Secret clearance must be held, with the ability to obtain & maintain SCI program access.  U.S. Citizenship is required

 
Preferred Qualifications: 

• Master’s Degree in a STEM field & 8+ years or related experience
• 5+ years in program management/leadership role
• Experience with Mission Analysis programs, software deliveries working with AF/SF, and OPIR satellite sustainment.
• Knowledge and experience in all phases of the System Development Life Cycle
• Active TS/SCI security clearance with investigation within the past 5 years

Salary Range: $143,500 USD - $215,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
